What It Costs to Build a Gas Station in Texas

Where the money actually goes on a ground-up fuel site — and the six things that reliably blow the budget.

Published figures for building a gas station in Texas vary enormously, and most of the variation is definitional rather than real. A “gas station” can mean a four-dispenser fuel island bolted onto an existing lot, or a full travel-center-style development with a large convenience store, a quick-service restaurant tenant, and diesel lanes. Those are two different businesses with two different balance sheets.

So rather than lead with a single number, here is the structure of the spend. Once you know which pieces your project includes, the number becomes much easier to reason about — and much harder for a contractor to obscure.

The six cost blocks

1. Land and entitlement

The most site-specific figure on the list. A hard corner on a major Houston or DFW arterial with strong traffic counts prices very differently from a rural highway parcel. On top of the purchase: survey, environmental Phase I (and Phase II if the Phase I turns anything up), platting, zoning or specific-use permits, and traffic impact analysis where required.

In Texas, watch for two things that catch out-of-state developers: TxDOT driveway permits on state-maintained frontage roads, and drainage detention requirements. In Harris and Fort Bend counties in particular, the detention pond can consume a meaningful fraction of a small site.

2. Site work

Clearing, grading, subgrade preparation, detention, storm and sanitary connections, water service, fire line, and the electrical service drop. Then paving — and forecourt paving is heavy-duty concrete, not parking-lot asphalt, because it carries tanker traffic.

Gulf Coast sites frequently need soil stabilization, and clay movement is a real design consideration across much of Texas.

3. Fuel system — underground

The part we do. Underground storage tanks, excavation and dewatering, ballast and deadman anchoring, double-wall product piping, containment sumps, spill buckets, tank monitoring, and release detection.

Lead time is part of this number. If the tank is a four-to-six-month build-to-order item, it becomes the project's critical path and every other trade queues behind it. 4. Forecourt — aboveground

Dispensers, islands, bollards, canopy structure and columns, branded fascia, canopy lighting, LED price signs, and the point-of-sale and payment infrastructure. Cost scales almost linearly with fueling positions, so the decision to go from six positions to eight moves several line items at once.

5. The building

Usually the single largest block on a modern build, and the one with the widest range. A small kiosk and a 5,000-plus square foot convenience store with a food program and walk-in cooler are not comparable. Coolers, shelving, food service equipment, restrooms, and the shell and finish-out all sit here.

Many operators find the c-store, not the fuel, carries the margin — which is why the building tends to grow during design.

6. Soft costs and compliance

Architecture and engineering, permits and plan review, TCEQ construction notification and UST registration, financial assurance, testing and commissioning, franchise or fuel-brand image program fees, construction financing interest, and insurance during construction.

Individually modest, collectively not. And several of them are schedule items rather than money items, which is the more dangerous kind.

The six things that blow the budget

  1. Contamination discovered after closing. A Phase II that comes back dirty converts your construction project into a remediation project with a regulatory track of its own. This is why the Phase I is not a formality.
  2. Drainage and detention. Routinely underestimated on Texas sites, and it can eat usable acreage on a small parcel.
  3. Tank lead time. Six months of carry on land and financing with no revenue against it. It rarely appears as a line item, which is exactly why it hurts.
  4. Utility service upgrades. If the existing electrical service cannot carry the canopy, coolers, and dispensers, the upgrade can be slow as well as expensive — and the utility's schedule is not yours.
  5. Scope creep on the building. Adding a food program mid-design pulls in kitchen equipment, grease interceptors, extra HVAC, and a different health-department review.
  6. Permit sequencing. Not a cost by itself, but every week of delay is a week of carry. Running permitting in parallel with equipment procurement is the single most effective schedule lever you have — and it only works if your equipment is not the long pole.

How to build a budget you can defend

The approach we recommend to developers, in order:

  1. Fix the scope first — fueling positions, tank capacity and grades, building size, whether there is food service. Everything downstream keys off these four.
  2. Get the site investigated early. Phase I, geotech, and a drainage opinion before you are committed.
  3. Price the fuel system against a real site, not a national average. We will do this from a city and a throughput figure.
  4. Put procurement lead times on the schedule alongside permitting, and identify which one is actually your critical path.
  5. Carry a contingency that reflects the risks above — weighted toward the underground scope, because that is where the unknowns are.
