The tank is the part everyone asks about, and the part that matters least to the final number. Here is the whole bill.
Almost every first call we take opens with some version of “what does a 32,000 gallon tank run?” It is a reasonable question and we will answer it plainly — our stocked prices are published on the inventory page, which is more than most suppliers in this business will do.
But the tank price is not the number you need. On a typical Texas fuel site the tank is a minority of what it costs to have working underground fuel storage. The excavation, the anchoring, the piping, the containment, the dispensers, and the compliance work usually add up to several times the tank itself. If you budget from the tank price alone, you will be wrong by a factor that matters.
So this guide walks the whole line item list, in the order you will actually spend it.
How to read the ranges below. These are the bands we see on real Gulf Coast and Texas fuel projects, not a quote. Site conditions move them a lot — the same tank on two sites five miles apart can differ by six figures once you account for soil, water table, and what is already in the ground. A new double-wall underground storage tank — UL 58 steel primary inside a UL 1746 HDPE jacket — is priced mostly by capacity and compartment configuration. Multi-compartment tanks cost more than straight tanks of the same volume, because the internal bulkheads and the extra sumps and fittings are real fabrication work. Which split you need is a product-mix question, not a capacity one.

One cost that is easy to miss: lead time is a price. If a build-to-order supplier quotes four to six months, the carrying cost of the site over that period — land, financing, and often a fuel supply agreement already signed — is a real number that belongs in the comparison. A 32,000 or 40,000 gallon tank is an oversize load. It moves on a specialized trailer, often with permits and sometimes with escorts. Freight from our yard in Richmond, Texas is short and cheap to a Houston site, a day's haul to DFW or San Antonio, and a genuine line item out to West Texas or the Panhandle.
Tanks trucked in from out of state carry considerably more of this, and the number is frequently exposed to a fuel surcharge that is not fixed at order time. Ask any supplier to quote freight delivered to your site rather than FOB their plant — the difference is not small.
This is where Texas sites diverge sharply, and where most cost surprises live.
An empty underground tank in wet ground floats. That is not a theoretical risk in Texas — it is a routine failure mode on Gulf Coast sites where anchoring was under-designed. A correctly installed tank sits on a bedded pad, is strapped to deadman anchors, and is backfilled with the specified material.
Concrete deadmen, hold-down straps, engineered backfill, and the concrete pad above are all real costs. Treat any bid that appears to skip them as incomplete rather than competitive.
Modern installations use double-wall flexible product piping running from the tank sumps to each dispenser, with containment sumps at both ends and spill buckets at the fill points. Cost scales with the distance from the tank field to the dispenser island and with the number of grades you are running.
This is also where release detection gets built in — interstitial monitoring of both the tank annulus and the piping interstice, wired back to the tank monitoring console.
Dispensers are frequently the second largest equipment line after the tank, and they scale directly with the number of fueling positions. EMV-capable dispensers are the baseline now. Beyond the dispensers sits the rest of the forecourt: canopy structure, branded fascia, canopy lighting, LED price signs, concrete islands, bollards, and the electrical and conduit to tie it together. On a ground-up build this package can rival the underground scope.
